  13. SPECIFICATIONS FOR PASSPORT PHOTOS

1. GENERAL INFORMATION:

  1.  Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. If lost or stolen, the fact and circumstances should immediately be reported to the local police station and police report obtained; and to the nearest Indian Mission.
  2. It is an offence under the Passports Act, 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, willful damage of passport and for making unauthorized changes in the passport.
  3. Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act, 1967, in which event you will have to surrender the passport to the nearest Indian Mission.
  4. A passport should not be sent out of any country by post.
  5. Mode of Payment of Fees : At High Commission’s Counter – payable by banker’s cheque or cash.By Courier/Post – Only by banker’s cheque in favour of “High Commission of India, Wellington” payable at Wellington. Personal Cheques or Money Orders are not accepted. It may also be noted that fees once received will not be refunded under any circumstances, even if the application is withdrawn by the applicant or services are not provided to the individual as his/her case does not qualify for that particular service.
  6. All application sent through post/courier must be accompanied by self addressed courier pack.
  7. Please check with your courier company regarding delivery status of your application.
  8. No telephonic/fax/e-mail queries regarding receipt of applications, status passports or miscellaneous services will be entertained before the time limit indicated for processing the different services. Processing time of applications is reckoned from the date of delivery.

2. RE-ISSUE OF PASSPORT ( RENEWAL )

  1. A new passport can be applied immediately on expiry, or up to one year before expiry, of any passport, which had an initial validity of ten years. The application for a new passport should be submitted along with the existing passport, four recent photographs and the requisite fee of NZ$ 105/- for 36-pages passport.
  2. In case more than one year has lapsed since the expiry of the passport, the applicant will need to submit denial letter from the Department of Internal Affairs, Government of New Zealand, confirming the same.
  3. Normally, it takes five to six weeks to process and issue a new passport but in certain cases if the old passport is issued by other than the Indian High Commission, WELLINGTON, it may take around eight to nine weeks.
  4. The issuance of a new passport in lieu of a passport issued by passport issuing authority other than this High Commission depends on the expeditious response from the passport issuing authority of the existing passport.
  5. A Minor up to the age of 15 years is issued with a passport of five years validity for a fee of NZ$ 70/-. The minor’s passport application must be accompanied with attested copies of parents passports.
  6. CHANGE IN APPEARANCE : Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, wehrever requried. This will also apply to SIKH applicants who inted to go for re-issue of valid passport, renewal of passport due to change of appearance form turbanised photograph to clean shaven photograph and vice versa.

3. FRESH PASSPORT FOR NEW BORN CHILD

A child born in New Zealand on or after 03.12.2004 shall be a citizen of India by descent, if either of the parents ( father or mother ) is an Indian citizen at the time of birth of the child and the birth of the child has been registered with The High Commission of India, Wellington within one year of the birth. Paretns of the child have to submit a declaration that the child does not hold passport of another country.

LIST OF REQUIRED DOCUMENTS FOR THE BIRTH REGISGRATION:

  1. Duly signed/self attested hard copy of the computer generated birth registration form. ( Online Registration ( please select last registration method from the list : Registration of birth of a minor child at an Indian consulate under section 4(1) of the citizenship act, 1955 )
  2. Fee of NZ$ 50 (birth registration) +NZ$ 70 (new passport) = NZ$ 120 banker's cheque in favour of "High Commission of India, wellington"
  3. One photograph pasted on application form
  4. A copy of the birth certificate of the child ( Attested )
  5. A copy of the passport of both the parents including visa page ( Attested )
  6. A copy of the marriage certificate of the parents ( Attested )

4. ADDITIONAL BOOKLET

The practice of adding additional pages/booklet has been discontinued. If the pages in the passport booklet have exhausted, you need to apply for "Reissue" of passport. A new passport booklet would be issued to you with a full validity of 10 years.

5. DUPLICATE PASSPORT IN LIEU OF LOST/DAMAGED PASSPORT

Duplicate passports are issued in lieu of lost/damaged/stolen passports for a fee of NZ$ 200/-. The relevant application should be submitted along with four recent photographs, police report, photocopy of lost passport, Affidavit ( Download ) or any other document in support of the applicant’s Indian nationality and a sworn affidavit in the prescribed format. The affidavit can be sworn at the High Commission.

6. TATKAL PASSPORT

 Tatkal passports are hand written and will be issued only in emergency with one year of non-extendable validity. Following Categories can not apply for a Tatkal Passport:

  1. Child born outside India.
  2. Lost/Damages/Stolen passport.
  3. Major changes in name.
  4. Change in sex.
  5. Change/correction of Date of Birth/Place of Birth.
  6. Change of Father’s/Mother’s name.
  7. Change of appearance.

 7. REQUIREMENTS

  2. Application from :  Online registration is mandatory, Please register online at http://passport.gov.in/nri/Online.do using "Firefox Mozilla" or "Google Chrome" web browser to generate application form ( Online registration form may not be compatible with "Internet Explorer" browser ). 
  3. Original passport
  4. Affidavit to be submitted along with all application for Indian Passport.
  5. Four Photographs of  2 inch X 2 Inch (51mm x 51mm) size with light colour background ( Please see PHOTO SPECIFICATIONS )
  6. Address proof will be requreid if applicant wish to update new address on the passport or else address will be printed as per existing passport.

Mode of payment : Banker's Cheque in favour of "High Commission of India, Wellington" or cash is accepted at the counter, if the application is submitted in person.
NOTE: Personal Cheques and Postal Money orders are not acceptable. Marriage certificate (original or attested photocopy) is required in case of inclusion of spouse name in passport. In case of Duplicate passport in lieu of Lost passport, Police report MUST have passport number on it. Registration is required for a child born in New Zealand for whom parents wish to obtain Indian passport. ( Registration form Online ) (NOTE: Registration should be done within one year from the date of birth) PHOTO SPECIFICATIONS MUST BE VIEWED BEFORE SENDING APPLICATON TO AVOIND UN-NECESSARY DELAYS. NOTE: Processing time is indicated for routine and clear cut cases. Refferal cases may take more time.

9. CHANGE IN APPEARANCE

Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, wherever required. This will also apply to SIKH applicants who intend to go for re-issue of valid passport, renewal of passport due to change of appearance form turbanised photograph to clean shaven photograph and vice versa. 10. CHANGE OF NAME AFTER MARRIAGE

 If your surname has changed subsequent to marriage and you want a new passport in your married name, you will need to do online registration for a new passport along with four recent photographs. You also need to enclose your current passport, your original marriage certificate with a photocopy and your spouse’s passport’s attested photocopy. 11. EMERGENCY CERTIFICATE

Emergency certificate is a one-way travel-one-time document, which is issued to Indian nationals who do not hold valid Indian passports and need to travel back to India. It is usually issued to persons detained by New Zealand authorities who are to be deported back to India and to Indian nationals who wish to travel to India on an emergency basis. The following documents will be required for this purpose:

  1. Application Form duly completed and signed.
  2. Five recent passport-size photographs
  3. A copy of previous Indian passport, wherever possible
  4. Proof of Indian nationality if passport is not available
  5. Itinerary
  6. Fee : NZ $ 25.00

 

Note : Please do not make firm travel bookings before receiving the Emergency Certificate. 

Processing Time: No maximum time can be prescribed – it depends on time taken to verify Indian nationality

12. Where & how to send the Application? 

The applicant should use the courier service (with tracking facility) of their choice and are advised to keep the tracking numbers (for return courier as well) with them. The High Commission of India will not accept any responsibility in case the courier is lost/misplaced/damaged or delayed. Do NOT send the application via ordinary post.

13. SPECIFICATIONS FOR PASSPORT PHOTOS

  1.  The image should be 2 inches by 2 inches;
  2. The image must have adequate brightness and contrast;
  3. The skin tone should be natural.  In case of over-exposure or under-exposure of the photo, the skin is either too dark or too light, photo will not be acceptable;
  4. It should show a close up of the head and (partial) shoulders;
  5. The image should be straight looking, centred  with neutral expression;
  6. Face should be in sharp focus and clear with no ink marks/creases/lines;
  7. The face (from forehead edge to bottom of chin) should be 70 to 80% of the photo or one inch height;
  8. The eyes must be open and no hair obscuring the face;
  9. Prescription glasses if worn should be clear and thin framed and should not have flash reflection or obscure the eyes;
  10. Head coverings, hair, head-dress or facial ornaments should not obscure the face;
  11. The photo must have plain  light background;
  12. There must be no other people or object in the photo;
  13. The lighting must be uniform with no shadows on the face or behind;
  14. Red eye photos are not allowed;
  15. No lines are allowed.

Please send a separate pre-paid acknowledgement envelope, if you (the applicant) want acknowledgement of the receipt of the passport.

EMERGENCIES

Holidays, business trips, confirmed bookings made before obtaining passport do not qualify as emergencies and will not be treated as such. Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.

JURISDICTION

The High Commission of India has the jurisdiction over New Zealand, Republic of Samoa & Republic of Niue.

Applications for all passport/consular services are received at the counter from 0930 hours to 1200 hours on all working days.
