IMPORTANT NOTE:  ** Person of Indian origin who previously held Indian passport is required to submit a copy of their cancelled Indian passport/ copy of surrender certificate / copy of OCI / copy of PIO card along with application form as proof of compliance of the Indian Passport Act.

To apply for these services you must down load, print and complete the Miscellaneous Consular Services application form. Any other forms required are available from the forms page.

NOTE: The requirements listed on this page are for Indian passport holders. Additional documents may be required from other Nationals on the case to case basis

1. Police Clearance Certificate. 

Police Clearance Certificate (PCC) is issued by the High Commission, certifying the person’s criminal record with the Indian police. It is generally required when a person applies for a visa/ permanent residency. However one may require this certificate for other purposes viz. employment. 

** Foreign nationals may also apply for PCC for their stay in India. Such applicants are required to provide details of their stay in India along with documentary proof which can be copy of visas, Study/Work certificates etc.

Please supply the following documents: 

  1. Completed and signed application form for Misc. Consular Services. 
  2. Fees of NZ $ 45 (Banker Cheque drawn in favour of “High Commission of India Wellington”. Personal Cheques or Money Orders are NOT accepted. Cash is accepted at the counter, if application is submitted in person).
  3. Valid original Passport.(Not attested photocopies).
  4. One passport size photograph pasted on the application. Do not staple/pin the photograph.
  5. Self-addressed prepaid courier envelope to return your passport. (Please keep the record of tracking number).. 

2.Police Clearance Certificate for traffic convictions/Taxi License/Passenger endorsement. 

You may require a Police Clearance Certificate for Employment, Taxi License, Passenger endorsement etc. Foreign nationals may also apply for this PCC for their period of stay in India. Documentary proof of stay is also required viz. Study/ Work certificates etc.

Please supply the following documents:

  1. Completed and signed application form for Misc. Consular Services
  2. Affidavit against Traffic convictions (Form) completed and duly attested by Justice of peace or notary.
  3. Fees of NZ $ 45 (Banker Cheque drawn in favour of “High Commission of India Wellington”. Personal Cheques or Money Orders are NOT accepted. Cash is accepted at the counter, if application is submitted in person.)
  4. Valid original passport (Not attested photocopies)
  5. One passport size photograph pasted on the application. Do not staple/pin the photograph.
  6. Self-addressed prepaid courier envelope to return your passport. (Please keep the record of tracking number.)
  7. Prepaid courier envelope addressed to Land transport authority to send the PCC. (Please keep the record of tracking number.)

 3. Birth Certificate.

Birth Certificate is issued as per the entries recorded in the Indian Passport.

Please supply the following documents: 

  1. Completed and signed application form for Misc. Consular Services. 
  2. Fees of NZ $ 45 (Banker Cheque drawn in favour of “High Commission of India Wellington”. Personal Cheques or Money Orders are NOT accepted. Cash is accepted at the counter, if application is submitted in person).
  3. Valid original Passport.(Not attested photocopies).
  4. One passport size photograph pasted on the application. Do not staple/pin the photograph.

 4. Confirmation of Driving license particulars.

 Applicants seeking to obtain a confirmation of the Driving License Particulars issued by Indian Authority may apply for this service. It is generally required while converting the Indian Driving License into New Zealand Driving License.

Please supply the following documents

  1. Completed and signed application form for Misc. Consular Services.
  2. A copy of Indian Driving License attested by Justice of Peace or notary.
  3. Fees of NZ $ 45 (Banker Cheque drawn in favour of “High Commission of India Wellington”. Personal Cheques or Money Orders are NOT accepted. Cash is accepted at the counter, if application is submitted in person.)
  4. Valid original passport (Not attested photocopies).
  5. One passport size photograph pasted on the application. Do not staple/pin the photograph.
  6. Self-addressed prepaid courier envelope to return your passport. (Please keep the record of tracking number.)

5. Attestation of Documents and Powers of Attorney ( Revised with effect from 1st Oct 2013 ) 

Any affidavit, Declaration or Power of Attorney to be used in India may be attested in the High Commission. For this, you need to bring the documents to be attested, in original, along with a photocopy, your valid passport and the fee, which may vary depending on the type of documents to be attested. For exact fee applicable, please check the schedule of fees given on this site. You will be required to sign the documents in the presence of High Commission official.

All applicants should ensure that documents submitted for attestation (other than documents issued by Indian authorities) have the Apostille/authentication stamp from the Department of Internal Affairs (DIA), Government of New Zealand before submitting them to the High Commission for attestation. In some cases DIA requires that the documents be notarised before they can stamp it, and they may have other requirements; you are advised to check with DIA before presenting the documents to them. In case of postal application, the signature must be authenticated by  Department of Internal Affairs DIA.

If you need attestation of documents like educational certificates, salary/employment certificate, birth, marriage or death certificates issued by authorities in New Zealand, these will first have to be authenticated/Apostille by Department of Internal Affairs (DIA), Government of New Zealand (For information please visit the link: DIA).

Birth, Death, Marriage and Educational Certificates etc. issued by the Indian authorities in India can also be attested by the Indian High Commission provided the same have been authenticated by the Consular Section of Ministry of External Affairs (MEA), Patiala House, New Delhi-110001 or Branch Secretariat of Ministry of External Affairs, Kolkata.

  2. Power of Attorney/Affidavit/documents authenticated by Department of Internal Affairs ( DIA ).(if not submitted in person by the applicant)

6. Affidavit needed from parents when applying for child’s Passport in India. 

This affidavit is required by parents when applying for their child's passport in India and the one or both parents are in New Zealand. The parents in New Zealand have to certify that he/she has no objection to a passport being issued to his/her child in India. Each parent should complete separate application, if both are in New Zealand.

Please supply the following documents

  1. Affidavit for passport for child born in India, completed and attested by JP or Notary.
  2. Completed and signed application form for Misc. Consular Services.

 7. Life Certificates & Attestation of pension papers of pensioners ( Revised with effect from 1st Oct 2013 )

To obtain a Life Certificate for pension purposes, the personal appearance of the applicant at the High Commission is usually considered necessary. The applicant needs to bring his/her Passport to establish identity. The life certificate is issued gratis (without any charge).

 In case the applicant is unable to come to the High Commission for a valid reason:

1. The Life Certificate is must be notarised by a Notary Public www.notary.org.nz

2. The notarised life certificate should then be Apostille/ authenticated by Department of Internal Affairs (DIA), Government of New Zealand. Please view their website for application procedure.

 In case of postal application, the signature must be authenticated by DIA.


Please follow the instructions given below. Do not send any fee with your application as the Life Certificate is issued free of charge to the Pensioners.

Please supply the following documents

  1. Completed and signed application form for Misc. Consular Services.
  2. Life Certificate (You may use this format as well). (In case the applicant is unable to come to the High Commission for a valid reason, the Life Certificate is required to be Apostille/authenticated by Department of Internal Affairs (DIA)
  3. Valid original passport (Not attested photocopies).
  4. One passport size photograph pasted on the application. Do not staple/pin the photograph.
  5. Self-addressed prepaid courier envelope to return your passport. (Please keep the record of tracking number.)

8. NRI (Non Resident Indian) Certificate.

The NRI Certificate is issued to Indian Passport holders on the basis of documents supporting the facts submitted by the applicant. These documents may include a valid Permanent Resident, Returning Resident Visa or Work Visa.

Please supply the following documents

  1. Completed and signed application form for Misc. Consular Services.
  2. Fees of NZ $ 45 (Banker Cheque drawn in favour of “High Commission of India Wellington”. Personal Cheques or Money Orders are NOT accepted. Cash is accepted at the counter, if application is submitted in person.)
  3. Valid original passport (Not attested photocopies)
  4. One passport size photograph pasted on the application. Do not staple/pin the photograph.
  5. Self-addressed prepaid courier envelope to return your passport. (Please keep the record of tracking number.)
  6. Proof of address in New Zealand: Water/telephone/electricity bill/statement of running bank account/Income Tax Assessment Order.
  7. Parent’s passport copy is also required in case of minors.

9. Certificate required for transportation of body/ashes back to India.

Please supply the following documents

  1. Passport of the deceased for cancellation.
  2. A photograph of the deceased.
  3. A letter from next of kin.
  4. Original Death Certificate.
  5. Original Embalmer's Certificate (or Funeral Parlour Certificate).
  6. Itinerary and details of person taking the body/ashes back to India (if there is someone accompanying the body/ashes).
  7. Original Cremation Certificate, with Apostille Stamp from The Ministry of Foreign Affairs & Trade, Government of New Zealand. (For information please visit the link: MFAT) with one photocopy (required only if ashes are being transported).
  8. All documents must be submitted in original along with one set of photocopies.
  9. A self-addressed courier envelope for return of documents by the High Commission.

10. Attestation of Company/Trade documents.

All Company documents which are duly notarized and then legalized (Apostilled) by The Department of Internal Affairs, Government of New Zealand. (For information please visit the link: DIA) are required to be submitted either in person or by courier along with following documents:

  1. A request letter on company letterhead.
  2. Passport copy of one of the Directors of the company.
  3. The requisite fee of NZ$ 130 (Banker Cheque drawn in favour of “High Commission of India Wellington”. Personal Cheques or Money Orders are NOT accepted. Cash is accepted at the counter, if application is submitted in person.)
  4. A self addressed courier envelope for attestation and return of documents by the High Commission.

11. Where and how to send the applications?

The applicant should use the courier service (with tracking facility) of their choice and are advised to keep the tracking numbers (for return courier as well) with them. The High Commission of India will not accept any responsibility in case the courier is lost/misplaced/damaged or delayed. Do NOT send the application via ordinary post.

12. Acknowledgement.

Please send a separate acknowledgement envelope, if you (the applicant) want acknowledgement of the receipt of the application. Or you may check with your courier tracking number.

13. Status Enquiry

  1. No telephonic/fax/e-mail queries regarding receipt or status of applications will be entertained before the time limit indicated for processing the application. 
  2. The status enquiries will only be entertained after the given processing time. befoere making any status enquiry about the application please check with the courier service whether the application has been delivered to our office and on which date. Processing time of applications is calculated from the date of delivery of completed applications at the High Commission.
  3. Only the completed applications will be accepted for processing. Incomplete applications will be returned.

14. Timings.

Applications for all passport/consular services are received at the counter from 0930 hours to 1200 hours on all working days.

15. Emergencies.

Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.

16. Jurisdiction.

The High Commission of India has the jurisdiction over New Zealand, Republic of Samoa & Niue.

17.  Processing Time.

  • Power of Attorney, PCC, Attestation etc. on Indian passport : 15-20 Working days 
  • Power of Attorney, PCC, Attestation etc. on Non-Indian passport : No Time Limit

NOTE: Processing time is indicated for routine and clear cut cases. Refferal cases may take longer.

18. Fees:

  2. It may also be noted that fees once paid will not be refunded under any circumstances, even if the application is withdrawn by the applicant or services are not provided to the individual as his/her case does not qualify for that particular service.
